According to a decree by the President of Uzbekistan dated March 3, a "crime map" system will be established for continuous monitoring of individuals who have committed crimes against health, sexual freedom, family, youth, and morality. This initiative aims to improve the procedures for maintaining a special registry of such persons and strengthen oversight over them.

The document also plans to implement systematic surveillance of the behavior and propensity for violence among these individuals. Law enforcement agencies, medical, and social institutions will organize and ensure participation in behavior correction programs for them. Information about such persons will be provided to prevention inspectors at their place of residence and to medical facilities.

State bodies and organizations working with minors will have the ability to obtain information about a person's inclusion in the registry. Additionally, restrictions are planned on the employment of such individuals in fields related to minors. By June, a list of lawyers who have undergone special training to provide legal assistance to children affected by violence will be formed.

Plans include engaging creative industry representatives, bloggers, and influencers to produce media content aimed at strengthening the family institution and preventing domestic violence. The document also envisions the preparation of several legislative initiatives, including establishing administrative liability for inviting, inducing, or promoting marriage with minors, as well as defining clear grounds for lowering the marriage age in the Family Code.

Previously, the president had tasked the preparation of a draft law within three months on imposing penalties on individuals previously convicted for crimes against the sexual freedom of minors, sexual intercourse with them, and indecent acts, in case of repeat offenses. In November 2023, the Cabinet of Ministers approved the procedure for maintaining a registry of persons who have committed sexual violence against minors. Senate Chairperson Tanzila Narbayeva emphasized that hiring processes for individuals included in the registry will be monitored based on data from this information system.
