Uzbekistan, Tashkent – AN Podrobno.uz. In 2025, 189 violations totaling 666.6 billion Uzbek soums were detected in the public procurement system. Compared to 2024, the number of incidents decreased by 282 cases (59.9%), but the financial volume of violations increased by 167.9 billion soums (33.7%).

This data was provided by the Agency for Combating Corruption of Uzbekistan.

More than half of all cases – 102 – are related to biased evaluation of bids and restriction of competition. Additionally, 36 instances of conflict of interest were recorded. For 21 of these, materials were transferred to court, with those responsible held administratively liable. Also, 32 cases of affiliation were identified. The remaining violations accounted for about 9% of the total.

Following inspections, 117 recommendations were issued to public procurers. This led to the cancellation of 60 procurements worth 70 billion soums and measures to prevent violations in another 87 procedures worth 560.1 billion soums. Fourteen officials were held administratively liable for 16 billion soums, 12 individuals received disciplinary penalties, and criminal cases were initiated in two instances.

By sector, 76.7% of all violations occurred in education (47 cases), water management (35), local khokimiyats (26), transport (19), and healthcare (18).

By region, the largest increase in the cost of violations was recorded in Tashkent – 541.8 billion soums. This was followed by Khorezm region (36.4 billion) and Bukhara region (11.5 billion). In terms of the number of incidents, the capital also leads with 64 cases per year.

The agency noted that systematic monitoring of procurements remains a key tool for reducing corruption risks and increasing transparency in budget expenditures.
